The present invention relates to a hybrid waterproof root structure for greening artificial ground on a rooftop of a building including parapet and a method of constructing the same, wherein an upper surface and parapet on a rooftop of a building are surrounded with a waterproof root sheet to block introduction of foreign substance such as rainwater, thereby improving durability of the building while planting plants to solve a thermal island phenomenon and to provide a pleasant environment, and coupling the waterproof root sheet surrounding the parapet to the parapet with a fixing cap to improve an appearance of a building. According to the present invention, a hybrid waterproof root structure for greening artificial ground on a rooftop of a building including parapet includes metal fixers fixed in predetermined intervals on an upper surface and parapet on a rooftop of a building; a lower waterproof root sheet having an end portion folded and mounted on the upper surface and parapet on the rooftop to accommodate the metal fixers; a high-frequency welder radiating high-frequency waves to the metal fixers to melt glue coagulated on the metal fixers to weld and fix the metal fixers to the lower waterproof root sheet; a fixing cap surrounding and fixing the lower waterproof root sheet mounted on the parapet and the parapet; a drainage board mounted on the lower waterproof root sheet in a grid shape; a drainage layer formed on an upper surface of the drainage board; and a soil layer formed on an upper surface of the drainage layer to enable plants to be vegetated.
