PROBLEM TO BE SOLVED: To provide a nanofiber composite sheet securing permeability and having excellent adhesion between a substrate layer having a nanofiber structure and a base sheet, and a method of manufacturing the same.SOLUTION: There is provided a method of manufacturing a nanofiber composite sheet, the method including preparing a base sheet, surface-treating the base sheet, and forming a substrate layer having a nanofiber structure on the surface-treated base sheet.
