PROBLEM TO BE SOLVED: To suppress interference in radio communication.SOLUTION: An acquisition unit 111 acquires measurement results of respective points of time that concerns reception quality of a radio terminal 130 for receiving radio signals from respective first radio base station 121 and second radio base station 122. A calculation unit 112 calculates estimation values of reception quality of the radio terminal 130 for receiving radio signals from the respective first base station 121 and second radio base station 122 on the basis of the measurement results acquired by the acquisition unit 111. A control unit 113 controls transmission power for radio signals of the respective first radio base station 121 and second radio base station 122 on the basis of the estimation values of reception quality calculated by the calculation unit 112.
