The present invention relates to a method and a system to build topographical data through aerial observation using a rotor structure in order to obtain an optimal high-resolution aerial image by economically photographing and synthesizing a topographical image of the ground in aerial space. The system to build the topographical data through aerial observation using a rotor structure of the present invention comprises: a rotor structure (10); a control processing unit (11) of a storage unit (44) storing the photographed image, and a control managing unit (45) aerially controlling the rotor structure; a photographing unit (12) storing an image in the storage unit (44) of the control processing unit after the control processing unit (11) aerially photographs the image on a photographing spot; and an image management calculating unit (20) authenticating and managing the photographed image in an optimal state.
