PROBLEM TO BE SOLVED: To control the operation of a mobile terminal according to the moving state and the surrounding state of a mobile terminal user and the use state of the mobile terminal.SOLUTION: A mobile terminal 1 for use by the user includes: attention degree estimation unit 13 for estimating the degree of attention that the user pays to the mobile terminal 1; a moving state estimation unit 14 for estimating the moving state of the user; a surrounding state estimation unit 15 for estimating the surrounding state of the user; a processing determination unit 16 for determining processing to be executed in the mobile terminal 1 on the basis of the estimated degree of attention, the moving state and the surrounding state; and a control unit 17 for executing the determined processing.
