PROBLEM TO BE SOLVED: To detect, in real time, a communication system whose data acquisition time is largely delayed on the basis of change in a situation of a radio communication path or the like, and quickly perform rectification.SOLUTION: A request distribution unit 5 compares first time required for acquiring all of unacquired data corresponding to requests conducted using respective radio communication systems included in a low-speed communication system group with second time required for acquiring all of unacquired data corresponding to requests conducted using respective radio communication systems included in a high-speed communication system group and acquiring all of the unacquired data corresponding to the requests conducted using the respective radio communication systems included in the low-speed communication system group by using the respective radio communication systems included in the high-speed communication system group; and stops the requests using the low-speed communication group and performs, by using the high-speed communication system group, a request to acquire the unacquired data corresponding to the requests using the low-speed communication system group, when the second time is shorter. |
