PROBLEM TO BE SOLVED: To prevent degradation of quality in communication.SOLUTION: A control device 110 wirelessly connects with a radio base station 120 in a mobile communication network, and controls a mobile terminal 130 which can switch between a first state that does not perform detection operation of a wireless LAN 140 and a second state that performs the detection operation to wirelessly connect with the detected wireless LAN 140. An acquisition unit 111 acquires congestion information indicating a congestion state of communication in the wireless LAN 140 which is a connection destination candidate of the mobile terminal 130. A control unit 112 performs switch control for switching the mobile terminal 130 from the first state to the second state, when the congestion information acquired by the acquisition unit 111 satisfies a predetermined condition.
