PROBLEM TO BE SOLVED: To gradually increase a voltage without addition to and enlargement of a configuration and without causing overshoot.SOLUTION: A soft start circuit includes: a predetermined voltage output unit; a gradual high voltage output unit; a comparator that compares an output voltage of the predetermined voltage output unit and an output voltage of the gradual high voltage output unit; and a voltage switching unit that obtains an external output voltage by performing switching from the output voltage of the gradual high voltage output unit to the output voltage of the predetermined voltage output unit on the basis of a comparison result of the comparator. The comparator is an offset comparator that captures the output voltage of the predetermined voltage output unit to a reference voltage side terminal and performs comparison by using a voltage, which is lower than the captured voltage by a predetermined offset voltage, as a reference voltage.
