PROBLEM TO BE SOLVED: To efficiently manage measurement information held by a base station device and a terminal device (mobile station device) in a system where there are a plurality of component carriers.SOLUTION: A terminal device comprises a radio part 203 which communicates with a base station device by carrier aggregation using a plurality of in-zone cells. The plurality of in-zone cells have respective frequencies different from each other and receive a setting message including measurement setting from the base station device. The measurement setting includes a measurement object and report setting. The measurement object is linked to the report setting and represents a measurement frequency. The report setting includes a certain standard. The terminal device comprises a radio resource control part 209 which determines a first cell from among the plurality of in-zone cells based on the measurement object included in the measurement setting and performs measurement on the first cell to evaluate whether a subscription condition of an event corresponding to an event identifier of the report setting is satisfied by using the measurement of the first cell.
