PROBLEM TO BE SOLVED: To effectively transmit a small amount of data to a cell from a user terminal in an idle state.SOLUTION: A communication control method concerning a first characteristic is used in a cellular communication system including UE (user terminal) 100 which is operated in either state of a connection state and an idle state. In the communication control method, the UE 100 includes a step for performing random access procedures to a cell, in the idle state. The step for performing the random access procedures includes: a step in which the UE 100 transmits a small amount of data to the cell; and a step in which, after transmitting the small amount of data, the random access procedures are completed without transition to the connection state. |
