[Problem] To provide a urethane resin composition having exceptional flame retardancy. [Solution] A urethane resin composition containing a urethane resin containing a polyisocyanate compound and a polyol compound, a flame retardant, and a trimerization catalyst for promoting a trimerization reaction of the isocyanate groups contained in the polyisocyanate compound, wherein the urethane resin composition is characterized in that the flame retardant contains red phosphorus and phosphate-containing flame retardant, the red phosphorus is within a range of 3.0 to 20 parts by weight and the phosphate-containing flame retardant is within a range of 1.0 to 18 parts by weight per 100 parts by weight of urethane resin.
