PROBLEM TO BE SOLVED: To provide an optical communication determination device, an optical communication determination method, and a laying method at a terminal station that monitor an optical signal transmitted in an optical communication system and enable excellent execution of construction or maintenance of an optical access network.SOLUTION: An optical communication determination device comprises: a photoelectric conversion unit for converting an optical signal to an electric signal; and a determination unit for determining a type of the optical signal on the basis of the electric signal into which the optical signal was converted by the photoelectric conversion unit. The optical communication determination device comprises a plurality of sets of the photoelectric conversion unit and the determination unit corresponding to combinations of a particular optical wavelength, a particular transmission rate, and a particular frame format. The optical communication determination device further comprises: a branch circuit that makes the optical signal branch off and outputs it to the photoelectric conversion unit of each of the sets; and a presentation control unit for performing control to present the determination result by the determination unit of each of the sets.
