<p>Provided are: an organic EL element, wherein the film thickness of a low-refractive index layer disposed between a reflecting layer or a reflecting electrode and a light emitting layer is reduced, while maintaining the rate of propagation light of the organic EL element; and an organic EL lighting apparatus using the organic EL element. This organic EL element has a pair of electrodes, and an organic layer (102), which is disposed between the electrodes, and which includes a light emitting layer (203). One of the electrodes is formed by laminating, from the organic layer (102) side, a transparent electrode (103), a low-refractive index layer (104) having a lower refractive index than the light emitting layer (203), and a reflecting layer (105), and the refractive index of the low-refractive index layer (104) is equal to or lower than 1.4.</p> |
