PROBLEM TO BE SOLVED: To provide a composite heat insulation panel with high heat insulating properties, which has a relatively simple structure and high transparency and which is suitable for long-term use.SOLUTION: A composite heat insulating layer, which combines a transparent porous heat insulating layer 10 made of silica aerogel and a transparent conductive layer 20 made of AL-added ZnO and the like, is provided between a pair of opposed glass panes 2 and 2 or inside a transparent laminate film 4. The transparent conductive layer 20 can be arranged by a transparent infrared ray reflection plate 22 superposed on a transparent base material 21.
