PROBLEM TO BE SOLVED: To improve accuracy for estimating response time of a virtual machine after moving.SOLUTION: An information processing apparatus 10 calculates an amount of resources 25 that can be used by a virtual machine 23 operating on a physical machine 21 without sharing the resources 25 with a virtual machine 24 on a physical machine 22 if moving the virtual machine 23 operating on the physical machine 21. The information processing apparatus 10 estimates response time of the virtual machine 23 in a case where the virtual machine 23 moves to the physical machine 22 on the basis of response time of the virtual machine 23 when the virtual machine 23 operates on the physical machine 21 and the amount of the resources 25. At this time, different algorithms are used between a case where the resources used by the virtual machine 23 are within a range of the resources 25 and a case where the virtual machine 23 uses resources 26 shared with the virtual machine 24.
