PROBLEM TO BE SOLVED: To more appropriately identify geographical characteristics of a place (cell) where a user device is staying.SOLUTION: A radio communication system CS comprises: a base station 200 for forming a cell C identified by a cell identifier; a geographical information storage unit 140 for storing a geographical information element GE indicating geographical characteristics of a position where the cell C is formed; a cell stay detection unit 122 for detecting that a user device staying in a first cell Cb starts to stay in a second cell Ca different from the first cell Cb; a cell information acquisition unit 124 for acquiring a second cell identifier corresponding to the second cell Ca when the cell stay detection unit 122 detected starting to stay in the second cell Ca; and a geographical information identification unit 128 for reading out a geographical information element GE of the second cell Ca corresponding to the second identifier from the geographical information storage unit 140 on the basis of the second cell identifier.
