A gas channel forming member (31) is interposed between a separator (23) and a membrane electrode assembly (15) that has a configuration wherein a solid polymer electrolyte membrane is held between a pair of electrode catalyst layers. The gas channel forming member (31) is provided with: a plurality of gas channels (32) that are arranged in parallel with each other on a surface that faces the membrane electrode assembly (15); a plurality of water channels (33) that are formed on a surface that faces the separator (23) between gas channels (32) adjacent to each other; and internal communication passages (36) that communicate these gas channels (32) and water channels (33) with each other. An oxidant gas is passed through each gas channel (32), and generated water (W) is discharged through each water channel (33). Each water channel (33) is formed so that the cross-sectional area of channel in an exit part (34) including an exit opening (33a) is larger than the cross-sectional area of channel in an upstream part (35) which is in the upstream of and adjacent to the exit part (34) in the flow direction of the oxidant gas.
