[Problem] To provide: a communication system capable of flexibly increasing/decreasing the U-plane processing performance of a communication device; a communication device; a control method; and a control device. [Solution] A communication system for communicating by setting a logical path (50) in a network is provided with a logical path control plane (30), and a control device (20) for selecting, from among communication apparatus resources, a communication apparatus (10) for executing a user plane process pertaining to data transmission through the logical path, according to a request from the control plane, and setting an operation rule pertaining to the user plane process in the selected communication apparatus.
