PROBLEM TO BE SOLVED: To provide an oscillating saddle and pedal operation device which is more suitable for a rider's pedal operation and is more practical by attaching a saddle top to a pedal operation device having a pole brace whose upper part is inclined backward and by oscillating the saddle top in a plane perpendicular to an axis of the pole brace. SOLUTION: When a rider depresses a left pedal, a half of a saddle top 100 tries to rotate backward and the saddle top turns counterclockwise by an angle ofθ3. As a standing pipe 5 is inclined backward byθ2 from a vertical direction, the more a direction of a foot of the rider is changed by the depressing operation, the more the saddle top 100 makes a front horny projection part 51 incline downward and supporting part 52 in the back upward. When the rider depresses the left pedal 112 to a limit, the upper half of the rider turns to the front and the saddle top 100 returns to the center of the oscillation. In case of a right foot, the saddle top turns to a C2 direction, thereby, the pedal operation is made to be comfortable and efficient.
