The road congestion pre-warning method comprises the following steps: S1) determining a number alarm threshold value of vehicles and a speed alarm threshold value of vehicles on a pre-warning road; acquiring a number value of vehicles and an average speed value of all the vehicles on a current pre-warning road; S2) judging whether the number value of the vehicles on the pre-warning road is greater than the number alarm threshold value of the vehicles or not, and whether the average speed value of all the vehicles on the pre-warning road is less than the speed alarm threshold of the vehicles or not; and if the number value of the vehicles on the pre-warning road is greater than the number alarm threshold value of the vehicles, and the average speed value of all the vehicles on the pre-warning road is less than the speed alarm threshold of the vehicles, issuing a pre-warning signal. The road congestion pre-warning method is high in reliability and is promising.
