<p>PROBLEM TO BE SOLVED: To solve the problem in which if a radio base station unnecessarily shifts another base station to an active state (cancels a power saving state), for example, at a short cycle, the other radio base station cannot reduce power consumption.SOLUTION: A communication system of the invention includes: a first base station that manages a first cell, and connects with a communication terminal in the first cell; and a second base station that manages a second cell at least part of which overlaps with the first cell, and connects with a communication terminal in the second cell. The second base station is configured to be able to switch between a first state and a second state in which power consumption is lower than the first state per managed cell. In response to the first cell satisfying a predetermined condition, the first base station requests the second base station to switch the second cell in the second state to the first state.</p> |
