<p><P>PROBLEM TO BE SOLVED: To ensure safety of a pedestrian such as an aged person who needs much more time for walking than a normal pedestrian without extending a period from the start of the railroad crossing alarm to the lowering of a crossing bar. <P>SOLUTION: A device 7 for announcing the start of the railroad crossing alarm gives advance notice that a railroad crossing alarm 4 sounds, at a predetermined time before a railroad crossing control device 6 causes the railroad crossing alarm 4 to sound.
