PROBLEM TO BE SOLVED: To make it possible to learn a parameter for a simulation module during the driving of a mill and to estimate an output of a transition state from a change of a steady state. SOLUTION: A data sorting means 10 sorts steady state data and transition state data from the I/O data of a mill and inputs respective state data to respective transition state feature value arithmetic means 11, 12 to calculate the I/O feature values of respective states. A feature value learning inferring means 13 learns the relation of respective feature values, a transition state reproducing simulator 14 inputs transition state input data and outputs a transition state output based upon the transition state output feature value inputted from the means 13 and an error judging means 15 finds out an output error between the output of the simulator 14 and the transition state output data, and when the output error is larger than a prescribed value, instructs learning to the means 13.
