SOLUTION: After the assembly including the insertion of battery B, the capacitors C12, C13 are not charged and the triac Q11 is off. The discharging path of the battery B is not formed so that the fluorescent lamp FL cannot be turn on. When connecting to the utility power E and operating the test switch SW1, the light emitting diode LED11 emits lights, turning on a phototransistor PTr11, then turning on the triac Q11 to form the discharging path of the battery B. When the black out of the AC utility power E occurs, the current through the relay coil RyL stops, then the relay contact RyS3 closes to connect the battery B to the inverter 3. Once connecting the AC utility power E, since the capacitors C12, C13 are charging, the thyristor Q12 and the triac Q11 continue to turn on to form the discharging path of the battery B to high frequency turn on the fluorescent lamp FL.
