The purpose of the present invention is to provide a rotating advertising apparatus using a balloon. An LED substrate including a plurality of LEDs is installed around the balloon which is a flotage or the surface of the balloon so that the LED substrate can be rotated at high speed. As each LED installed on the balloon which is the flotage flickers, various advertisement patterns can be seen by afterimage effect from every direction at the same time. Also, the advertisement patterns are expressed by the light emitting LED, thereby being seen at night or a cloudy weather. The self-propelled device can advertise by flying over widespread regions.
