PROBLEM TO BE SOLVED: To provide a carbon fiber nonwoven fabric that has a large surface area, has high porosity although a pore has a small diameter and is good in conductivity, and a method for manufacturing the same. SOLUTION: A carbon fiber nonwoven fabric of the present invention comprises carbon fiber with an average fiber diameter of 2μm or less, and has a porosity of 60% or more and electric resistance per unit thickness of 10 mΩ/μm or less. The carbon fiber nonwoven fabric may be fabricated by adding, to a carbonizable fiber web of carbonizable fiber spun by an electrostatic spinning method, a mixed solvent of a solvent A capable of dissolving the carbonizable fiber and a solvent B incapable of dissolving the carbonizable fiber that may be mixed with the solvent A and has a lower boiling point than the solvent A; heating the thus obtained mixture for removing the mixed solvent and bonding the carbonizable fiber; and carbonizing the resultant fiber.
