<p><P>PROBLEM TO BE SOLVED: To make it possible to lower towed objects without relying upon a motor by making a ratchet mechanism a release state and switching to an electromagnetic clutch intermittent mode in which engaging and disengaging of the electromagnetic clutch are repeated. <P>SOLUTION: The electromagnetic clutch 84 making a drum and a motor part 81 a fastening state or an opening state is arranged between the drum and the motor part 81, the ratchet mechanism regulating the rotation of the drum in a dispensing direction while allowing the rotational of the drum in a pulling in direction in a lock state and allowing the rotation of the drum in the pulling in direction and the dispensing direction in a release state is arranged in the drum, and a forcible free mode switching section 52 switching to "a forcible free mode" in which engaging and disengaging of the electromagnetic clutch 84 are repeated while controlling the ratchet mechanism in the release state along with the input of a mode switching signal MS from an operation panel 60 is arranged in a controller 50.
