PROBLEM TO BE SOLVED: To provide a super-abrasive grinding wheel capable of providing a high grade mirror finishing surface the same as when using fine-grain super- abrasives by using coarse-grain super-abrasives. SOLUTION: When an average grain diameter of super-abrasives is 10-200μm, a head end part of the super-abrasives is trued and has a flat part, a mutual step difference is within 3μm, it is further dressed, a small groove or a recessed part of less than 5μm deep is formed on the flat part, and it works as a cutting blade. When the average grain diameter of the super-abrasives is larger than 200μm, the head end part of the super-abrasive grains is trued and has a flat part, the mutual step difference is within 3μm, and a laser beam is irradiated and a groove is formed on the flat part, it is dressed, the small groove or recessed part of less than 5μm is formed only on the flat part and it works as a cutting blade.
