The present invention relates to an LED navigation lamp device and an operating method thereof which checks a lifetime and a voltage state of an LED navigation lamp. The method is as follows: a switching mode power supply (SMPS) converts an AC voltage to a DC voltage, and supplies or blocks a DC voltage under an AC power line control; a light emitting diode (LED) assembly is turned on or off according to the supply or blockage of the DC voltage from the SMPS; and a control board checks a terminal voltage and an operation time of the LED assembly, compares the terminal voltage of the LED assembly with a preset reference voltage, compares the operating time of the LED assembly with a preset guaranteed lifespan period, and performs the AC power line control and a status LED output control according to the compared results.
