PROBLEM TO BE SOLVED: To accurately, stably, and continuously unload a fixed weight of powder and granular material which is stored in, e.g. a storage tank or a feeder, even if its bulk density has become uneven or if it is partially solidified or if it is stratified with the lapse of time because of differences in specific gravity, grain size, etc. SOLUTION: This device includes: a feeder 2 storing a powder and granular material F; an unloading device 3 receiving and conveying the powder and granular material F from the feeder 2; a joint means 19 guiding the powder and granular material F from the feeder 2 to the unloading device 3 without delay; a weighing device 5 continuously measuring the total weight of the feeder 2 including the powder and granular material F stored; and a control device 6 controlling the unloading capacity of the unloading device 3 so that the amountΔW of decrease in the feeder 2 per unit time, from the value measured by the weighing device 5, coincides with the desired amountΔW1 of unloading per unit time.
