PROBLEM TO BE SOLVED: To manufacture an optical coupler which has superior optical coupling efficiency, and to provide an optical fiber coupling device. SOLUTION: This optical coupler has eight channel type optical waveguides 11 to 18 and a slab type optical waveguide 20 formed on the surface of a substrate. The optical axes (alternate long and short dash line) of waveguide lights emitted from the projection ends of the channel type optical waveguides 11 to 18 cross the optical axis (alternate long and two short dashes line) of a multi-mode optical fiber 40 connected optically to the projection end surface 21 of the slab type optical waveguide 20 on the projection end surface 21 of the slab type optical waveguide 20 or in the multi-mode optical fiber 40. The optical axis of the waveguide light emitted from the projection end of at least one of the channel type optical waveguides 11 to 18 crosses the optical axis of the multi-mode optical fiber 40 in the multi-mode optical fiber 40.
