The present invention relates to an elastic pavement having a phosphorescent property to improve visibility at night and durability by a phosphorescent material for use in a sidewalk, a trail, a bike lane, a golf course, a living sports facility, a plaza, and a playground, and a method of manufacturing and constructing the same. A pattern mat portion of a given pattern is made of harmless phosphorescent rubber as a surface layer, thereby securing the visibility at night and improving the esthetic sense. A base mat portion is fixed to the pattern mat portion made of phosphorescent rubber by a new binding method, thereby improving the durability against impact, abrasion, or aging. |
