PROBLEM TO BE SOLVED: To inform an application creator of the degree of recommendation to a user, of program elements which are candidates for being embedded into an application. SOLUTION: A server device 10 receives a presentation request for program elements which are candidates for being embedded into an application, along with a user ID of a user of the application (SA1 and SA2). Then the server device 10 refers to a parameter DB in which a parameter showing the degree of recommendation of each program element accumulated in a program DB is stored in association with each user (SA3). The server device 10 determines a presentation method according to the parameter which is stored in the parameter DB in association with the user shown by the user ID (SA4), and presents program elements accumulated in the program element DB (SA5). The server device 10 embeds a program element which is specified by a creator terminal 20 from among the presented program elements to create an application program (SA6-SA14).
