<p><P>PROBLEM TO BE SOLVED: To more reliably distinguish between an inside and an outside of a frame in a case where the frame and a character or the like in the frame are in contact with each other and to allow detection performance of an area enclosed with the frame to be enhanced. <P>SOLUTION: According to one embodiment, an area detecting device comprises: contour line extracting means; convex hull extracting means; and area acquiring means. The contour line extracting means extracts a first series of contour pixels from an input image for each contour line. The convex hull extracting means extracts a second series of contour pixels that constitutes a convex hull of the first series of contour pixels for each first series of contour pixels extracted.
