<p><P>PROBLEM TO BE SOLVED: To enable a person who monitors safety of swimmers to quickly find a possible drowning swimmer based on a simple configuration. <P>SOLUTION: An administrative server 103 specifies a position of a swimmer, and determines a status of the swimmer based on the position of the swimmer.
