The present invention relates to a photoelectric element substrate and a photoelectric device including the same. More specifically, the present invention can ensure the flatness of a thin-film configuring the photoelectric element and the structural stability of the functional thin-film formed to enhance the characteristics of the photoelectric device to maintain the function. Accordingly, the photoelectric element substrate includes: a base substrate; a concave-convex structure which is formed on the base substrate and has concave-convex areas on the surface; and a planarization layer which is formed on the concave-convex structure and is made of two-dimensional materials.
