The present invention relates to a transparent conductive film and a touch panel including the transparent conductive film. The transparent conductive film includes: a substrate film; a hard coating layer formed on one surface of the substrate film; an anti-blocking layer formed on the other surface of the substrate film; a highly refractive undercoating layer formed on the hard coating layer; a low-refractive undercoating layer formed on the highly refractive undercoating layer; and a transparent conductor layer formed on the low-refractive undercoating layer. Fine irregular patterns are formed on the surface of the low-refractive undercoating layer, and the arithmetic mean roughness (Ra) of the fine irregular patterns is 0.005 micrometers or less. The transparent conductive film and the touch panel using the same can minimize the reflectivity difference between the pattern units and non-pattern units to enhance the visibility of patterns.
