The present invention relates to a light extraction layer for a light emitting element capable of increasing the light extraction efficiency and a manufacturing method thereof. The light extraction layer according to an embodiment of the present invention is configured to have a non-uniform phase transition area to modulate the refractive index. The non-uniform phase transition area is formed by heating and processing a part of a phase transition material layer constituting the light extraction layer.
