<p>The present invention provides a device for cutting or limiting flows and a method, which due to its application and operation principle, effectively acts in elements that lead flows of any type, the invention being characterized in that it is hidden so that preventing the same from being manipulated by third parties, and being formed by a cutting device, a washer and a handle. The cutting device is a solid piece that includes different elements. The washer is formed by a single piece with a chamfer in the central portion of the front surface, having a flat rear surface. The handle is formed by different pieces, the main function thereof being to provide a fastening means for introducing and fixing the cutting device to the washer. The fluid is cut or limited by installing the washer in the blocker. The cutting device is subsequently fastened by the handle and is introduced and fixed into the washer, thus remaining hidden and inaccessible and avoiding the manipulation or conditioning thereof by third parties, finally, the handle being removed. For reestablishing the fluid, the cutting device is removed by introducing the handle into the element, which by that moment is blocked or limited, then the cutting device is fastened and released by the handle.
