<p>PURPOSE: A cognitive radio communication system for performing hand-off according to the quality of a service of a terminal is provided to supply more qualified service to a target terminal by performing a hand-off operation according to estimated service quality. CONSTITUTION: A cognitive radio wireless base station(610) includes a frequency band controller(611), a QoS(Quality of Service) calculator(612) and a hand-off determination unit(613). The frequency band controller determines the used frequency band from a first frequency band to a second frequency band. The QoS calculator calculates the service quality provided to a target terminal(620) from the second frequency band, and the hand-off determiner determines the hand-off about the target terminal according to the calculated service quality.</p> |
