<p>In order to provide an insolubilizing agent for fluorine capable of economically and efficiently reducing, with an easy operation, the amount of fluorine elution from gypsum containing fluorine, soil contaminated with fluorine, or the like to be 0.8 mg/L or less which is the soil environment standard as one standard, and to provide gypsum reduced in the amount of fluorine elution by using the agent, and a method of treating fluorine contaminated soil by using the agent, an insolubilizing agent for fluorine obtained by activating calcium hydrogen phosphate dihydrate for 0.5 minutes or more in water at 40°C or more was used, where a mass ratio of water/calcium hydrogen phosphate dihydrate is 25 or more.</p> |
