PROBLEM TO BE SOLVED: To provide binder for pavement and a pavement material using the same capable of providing excellent workability at site, reducing traffic regulation time greatly at the time of construction, and recycling pavement simply at site. SOLUTION: Granular binder for pavement prepared by coating binder with resin is provided. A size of grain of coated binder is 500μm to 5 mm, a thickness of resin coating is 1 to 500μm, and a ratio of binder in the coated binder is 50 to 95 wt.%.
