<p>The present invention relates to a fixed type shifting device (100) having multiple conveying rollers (110) conveying a strip (S) to allow the strip (S) to be cut by a cutting unit (C) and a driving unit (120) driving the conveying rollers (110). Each conveying roller (110) has a shaft (SH) rotating by the driving unit (120) and disc rollers (DR) disposed on the outer periphery of the shaft (SH) and having a larger diameter than the shaft (SH), wherein the disc roller (DR) is formed on the center of the shaft (SH) in the initial conveying roller (110) in the advancing direction of the strip (S).
