The present invention provides an image codec system, an image encoding method, and an image decoding method for supporting spatial random access. The image codec system according to an embodiment of the present invention includes: a first encoding server to generate at least two bit streams by sequentially encoding blocks of each of a plurality of fragmented images in at least two scan directions having mutually different scan starting positions, and to extract and transmit one bit stream of the at least two bit streams of each fragmented image having a region overlapping with a target image based on position information of the target image; and an image decoding device to reconfigure the target image by decoding the bit stream transmitted from the first decoding server in the scan direction. According to the present invention, by considering a relative position of the target image with respect to each fragmented image after performing decoding of each fragmented image in several scan directions, and extracting and transmitting only the bit stream with respect to all or a part of each fragmented image according to a selected direction so that an amount of transmitted data is minimized, efficiency of transmission and decoding can be improved.
