PROBLEM TO BE SOLVED: To provide a congestion control method in a packet transfer device having a CUG function capable of preventing inter-CUG traffic interference and preventing inter-receiving user traffic interference in the same CUG, and to provide a program for executing the congestion control method and a computer-readable recording medium for recording the program.
