PROBLEM TO BE SOLVED: To provide an image encoding and decoding device apparatus and method.SOLUTION: An image decoding method includes the steps of: adjusting a weight factor of offset to be operated with a pixel value of a block having the pixel value similar to a pixel value of a block of interest among blocks included in a restored previous image while utilizing a mathematical formula O'=O 2adaptively to the number of bits representing pixels of a current image, wherein O' represents a weight factor, O represents a weight factor to be adjusted, N is the number of bits representing the pixels of the current image and M is a predetermined number; and restoring a predicted pixel value of the block of interest while utilizing the adjusted weight factor. The steps are executed by a processor.
