A communication terminal comprises: a scan unit that detects the reception quality of each of a plurality of communication channels during an unused time interval when no communication with a controller is performed; a determination unit that determines, on the basis of the detection result of the scan unit, whether the respective one of the communication channels can be used for communication; and a communication unit that transmits the determination result of the determination unit to the controller. The controller comprises: a communication unit that transmits/receives radio signals to/from the communication terminal; a storage unit that stores the determination result received from the communication terminal; and a channel selection unit that selects, on the basis of the determination result of the determination unit stored in the storage unit, one of the plurality of communication channels that is to be used for communication with the communication terminal.
