PROBLEM TO BE SOLVED: To provide a signal transmission and reception system capable of suitably transmitting and receiving a radio signal in an industrial plant.SOLUTION: The present invention includes: a plurality of manual valves for controlling an amount of fluid flowing in piping provided in an industrial plant; an instrument sensor for measuring a state of the plant to output a signal representing a measurement result; a transmitter for wirelessly transmitting the signal measured; a receiver for wirelessly receiving the signal transmitted: and a monitoring controller for collecting the signal received, and the receiver is provided to the manual valves.
