A network selection method and a network side device. The method comprises: sending a state factor of a cellular network or a wireless local area network to a user equipment, so that the user equipment determines a probability according to the state factor; if a probability determining result is yes, the user equipment offloading a service flow of the use equipment to the cellular network or the wireless local area network; and if the probability determining result is not, the user equipment being not allowed to offload the service flow of the use equipment to the cellular network or the wireless local area network.
