PROBLEM TO BE SOLVED: To provide an illumination device in which a lens capable of improving light extraction efficiency is formed in a light source which uses an LED.SOLUTION: An illumination device 50 comprises: a substrate 23; a semiconductor light-emitting element 7 mounted on the substrate 23; a phosphor which absorbs and converts at least a part of the light emitted from the semiconductor light-emitting element 7 to light having a long wavelength; a phosphor material 6 provided outside the semiconductor light-emitting element 7 and composed of a sealing resin containing the phosphor; and a lens 5 provided outside the phosphor material 6 and composed of a resin having lower phosphor concentration than the phosphor material 6 or a resin containing no phosphor. The phosphor material 6 contains a filler having a lower refractive index than the resin forming the lens 5 besides the phosphor and the sealing resin.
